Up to one BA to represent procurement in the transformation of the State of Ohio’s procurement processes as part of the Ohio | Buys project. This role will report to the Ohio | Buys manager and requires full-time candidate(s) to work on-site for an estimated period of ten months (March through December)to support implementation rollouts and operations support post project implementation as needed and determined by the State. The business analyst duties for this initiative include, but are not limited to, the following:

 

1.       Performing detailed requirements analysis that includes requirements prioritization.

2.       Documenting and evaluating existing agency business processes.

3.       Business process re-engineering.

4.       Leading reviews of business processes and developing optimization strategies.

5.       Ensuring solutions meet business needs and requirements.

6.       Documenting additional processes and information pertinent to decision-making.

7.       Creating and executing test scripts.

8.       Conducting and participating in meetings and presentations.

9.       Serving as a liaison between stakeholders and users.

10.   Knowledge transfer will be a key responsibility for ensuring that the program area’s staff responsible for system administration are up to speed on new roles and responsibilities associated with moving from legacy systems to the new eProcurement solution.

11.   Other duties as assigned.

Skills and Abilities

During the interview process, the candidate must demonstrate competence/experience in business process analysis. The candidate’s experience must also be documented for review and verification. Candidates that cannot demonstrate the required competence/experience may be rejected. It is the responsibility of the offeror to pre- screen its candidates to ensure compliance. The candidate must meet the following requirements:

5.       Ability to manage time and meet assigned deadlines.

6.       Strong understanding of requirement prioritization.

7.       Excellent organizational skills, proven analytical and research (qualitative and quantitative), planning, problem solving, and decision-making skills.

8.       Must be knowledgeable in the English language/speak clearly and understandably use the English language.

9.       Ability to align with Project vision and objectives set by executive, business and project sponsors.

10.   Ability to multi-task and meet aggressive deadlines.

11.   Ability to work with multiple stakeholders to achieve a common goal or objective.

Experience

Required Experience

the offeror to pre-screen its candidates to ensure compliance. The candidate must meet the following requirements:

 

1.       Five years (5) working on IT or business process transformation projects.

2.       Five (5) years’ verifiable and demonstrable business analysis experience facilitating, chairing or leading a workshop, session or meeting with stakeholders comprised of executives, fiscal, technical or business customers, or suppliers.

3.       Five (5) years’ verifiable and demonstrable requirements management experience communicating with and/or interviewing fiscal, technical or business (program) customers or end users to determine or build requirements.

4.       Five (5) years’ verifiable and demonstrable experience applying Lean/Six Sigma principles and performing business process improvement, documentation or re- engineering.

5.       Two (2) years’ verifiable and demonstrable experience working in a team-oriented, collaborative, agile or agile-like environment.

6.       Two (2) years of experience using MS Excel, MS Word, MS PowerPoint and MS Visio

 

Preferred Experience

1.       Experience in procurement for a public-sector organization

2.       Project management and/or change management experience
